Hamilton County, in cooperation with the cities of Carmel, Fishers, Noblesville and Westfield is an
entitlement jurisdiction participating in the U.S. Department of Housing and Urban Development’s
(HUD’s) Community Development Block Grant (CDBG) Program. Hamilton County’s CDBG program
covers the unincorporated areas of the County and the cities of Carmel, Fishers, Noblesville and
Westfield collectively known as the “Urban County” for CDBG purposes.

The CDBG Entitlement Program provides annual grants on a formula basis to entitled cities and
counties to develop viable urban communities by providing decent housing and a suitable living
environment, and by expanding economic opportunities, principally for low- and moderate-income
persons.
For Program Year 2022, Hamilton County is expected to receive a similar allocation from the U.S.
Department of Housing and Urban Development (HUD) as received for Program Year 2021. Hamilton
County received just over $1,000,000 in Program Year 2021. In addition, Hamilton County will be
reallocating some unspent CDBG funds from prior years. The Program Year begins October 1, 2022 and
ends on September 30, 2023.
Hamilton County estimates that 100% of the program funds will benefit persons of low and moderate income.
Hamilton County is seeking applications for eligible activities from 501(c)(3) or government
entities that have an active registration in the U.S. General Services Administration’s System for Award
Management (SAM), are able to provide audited financial statements, and comply with all other CDBG
regulations. This application process is intended to identify and secure contract(s) with non-profit
agencies or government entities who demonstrate experience, commitment and capacity to carry out
one or more of the proposed services defined in the following Funding Priorities:
  • Homeless Assistance
  • Affordable Housing
  • Assistance to Elderly or Disabled persons
  • Food/Household Goods
  • Assistance (meal and essential goods delivery, etc.)
  • Assistance to Low to Moderate Income persons
